      I have set the compatibility risk to low as this change is unlikely to impact many projects. The only real impact should be build environments where the include path for the build might need to change from $JAVA_HOME/lib to $JAVA_HOME/include.

      The proposed change, if approved, will of course need to be documented in the compatibility guide and release notes.

      Summary

      Move orb.idl and ir.idl to the JDK include directory.

      Problem

      As part of the effort to move to a modular image (CCC-8049367) then all files in the JDK or JRE lib directories that contain user-editable configuration or other files that are supported to be accessed directly will move to a new home.

      This CCC concerns the CORBA IDL files that are currently shipped in the JDK top-level lib directory. This CCC proposes that they move to the JDK include directory. The typical usage is #include so having the IDL files ship in the include directory should not be a surprise.

      Solution

      Ship orb.idl and ir.idl in the JDK include directory rather than the lib directory.
