      When I load an applet using appletviewer, and I continually
      hit reload (~50 times), I start getting java.net.SocketException: connect
      errors.

      I do a netstat and there's hundreds of tcp connections with the state
      CLOSE_WAIT. When I kill the appletviewer, the connections go away.

      Steps to reproduce:
      Start appletviewer with any network URL
      keep reloading applet
      Open a separate command window
      run netstat command
      // Note CLOSE_WAIT connections
