      Description

      Cannot run appletviewer -debug <File URL> when the file URL is not in the current
      working directory. Fails with NumberFormatException

      Steps to reproduce
      Compile the attached code
      save the attached html file
      CD to some other directory
      run appletviewer -debug <path>/TestApplet.html
      When you get to the first JDB prompt type run
