background applets don't redraw for color palette changes

      Description

       
      > - When running in Win32 on 8-bit graphics configurations, when the
      > application becomes a background app (another application is
      > given focus, and partially covers the java App), the java Canvas
      > peer does not catch the palette changed events and redraw to
      > keep images, etc. looking nice. Images get trashed because
      > the palette has been randomized (from their perspective).
      > MOREOVER, when the java application is then raised and given
      > focus, the redraw only redraws that portion of the canvas
      > that was revealed, leaving the rest of the image trashed.
      > The only workaround is to iconify and restore the application.
