      On windows95, java.awt.FileDialog.getFile() and getDirectory() return a
      file name in platform-native character encoding. For example, on Japanese
      Win95, it returns a Shift-JIS string.

      To reproduce on Japanese Win95:
        make a directory in Kanji.
        create FileDialog, show it, and move into the Kanji directory.
        close FileDialog.
        print names from FileDialog.getFile() and getDirectory().
