JToolBar doesn't change its background when different look and feel is selected

      Description

      Once JToolBar has Java Look and Feel(JLF) it's not changing its background even though different look and feel is selected.

      Configuration when this happen:
      Win32 platform, jdk1.2 X build

      Steps to Reproduce:
      0) Launch SwingSet.
      1) Go to the Menus and Toolbar tabbed pane.
      2) Change to the Java Look and Feel.
      3) Change to another Look and Feel like Motif or Windows.
      RESULT: The toolbar mistakenly retains the background color of the Java Look and Feel.
