Wrong registry key on Windows Simplified Chinese version

        Description

        In JDK1.4 Merlin(b18) and Kestrel 1.3 FCS, there are registry errors for
        Windows Chinese version(Win98,WinNT)
        The Key should be "Java Runrime Enviroment" and "Java pluy-in", but it
        is written in Chinese "Java TKPP;7>3" and "Java 2e<~".
        This will cause java not running correctly, user have to modify registry manually
        or set java run PATH.

        Build: merlin b23
        Platform: Windows NT and Windows 98
        Encoding: zh

        It passes when the zh_TW encoding was selected.
