JEditorPane: Jumps to external anchors intermittent

Using 1.4.0beta-b45, jumps to anchor point (A Name=""></A> work very
intermittently (1 in 5 times). It always goes to the containing page,
but usually doesn't scroll to the anchor point.

Added two files that demonstrate the problem. test1.html contains a link
to the bottom of test2.html. It works with JDK 1.3 and only works
intermittently with 1.4.0beta-b45.
