      The API will provide support for both monitoring and managing
      the core Java Runtime resources (especially for the JVM).

      This will include:
         - heap and memory usage of an application
         - thread activity
         - garbage collection and gc pauses in deployments
         - GC control settings
         - CPU usage
         - system thresholds and resource limits (quotas)
         - list number of file descriptors (and similar resources)
         - info on hardware resources (CPUs, memory, etc)

      This RFE implements the subset of JSR-163 which specifies the Java monitoring and management API. It also implements the requirements specified by JSR-174 which has no API specification.
