1.3.1_02: JTabbedPane can't recognize the label width of L10N string properly

      Description

      The label width of Non-ascii string is not recognized on JTabbedPane properly.
      It's the same situation in all the L&F; Metal, Windows, Motif. And this problem
      occurs on Windows, Solaris and Linux. Note that the string which consists of
      three or less characters is recognized properly. (See tabbedpane_ok.jpg as attached)

      Reproduce:
         - Extract the attached test case "swingtest.tar.Z"
         - Execute it as follow.
           % cd swingtest/classes
           % java SwingTest -command <Non-ascii string>

      You can see the problem that user can't see the string whole on label.
      The snapshot in case of the 4 characters is attached as "tabbedpane_ng.jpg".
      The snapshot in case of the 8 characters is attached as "tabbedpane_ng2.jpg".
