      EXTRA RELEVANT SYSTEM CONFIGURATION :
      IBM 3 button scrollpoint optical mouse, with IBM MouseSuite
      drivers v 4.31.

      A DESCRIPTION OF THE PROBLEM :
      The Scrollpoint mouse has a force sensor instead of a
      traditional wheel. The scrolling speed depends on the
      pressure applied to the stick.
      This mouse works without problems in native Windows widgets
      (for instance in internet explorer), where it even provides
      360 degrees scrolling.
      It also works well with Mozilla, which uses a custom widget
      set (although only vertical scrolling is available).

      BUT: In any Java application, when a light upwards pressure
      is applied to the stick, the scrolling occurs in the wrong
      direction. A stronger pressure produces a normal scrolling.
      Any downwards pressure gives the expected result.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Launch a Java app. which displays a JScrollPane.
      2. Apply a light upwards pressure to the mouse stick


      EXPECTED VERSUS ACTUAL BEHAVIOR :
      Expected: the page should scroll up.
      Observed: the page scrolls down.

      REPRODUCIBILITY :
      This bug can be reproduced always.
