      Description

      The SSLSocket methods getEnabledProtocols() and getEnabledCipherSuites() used by
      the TLSClientHandler and the TLSServerHandler classes should be only called when
      debugging is turned on.

      This fix should improve performance and let customers use the TLS feature when
      running on JDK 1.3 (with logging turned off).
