      The following regression test fails run when on very slow/overloaded
      machines :-

      sun/management/jmxremote/bootstrap/LocalManagementTest.sh

      The failure arises because the managed VM is given 20 seconds to startup.
      If it does not startup in 20 seconds the test fails. The issue is the
      same issue as 5036276. 5036276 changed the original 5 second startup
      limit so that the test polls the managed VM up to 20 seconds. Unfortunately
      this is insufficient as the nightly testing runs on equipment which can
      be temporarily overloaded - tests have shown that the managed VM can take
      up to 60+ seconds to startup.
