      Description

The Hotspot Client compiler does not compile Java methods in the
background by default. This prohibits Hyperthreaded or Multi-processing
systems from taking advantage of spare CPU cycles to optimize Java
      code execution speed.

I have performed tests on a Dual Sparc and Dual Xeon processor systems
and have found that enabling Background Compilation on these systems
provides a 9-10% improvement in the Startup time for Netbeans 4.0.

I have verified that there is no performance regression when
enabling Background compilation on even single CPU systems.
