Hindi text not rendered correctly when oriented --on windows platform only

      Build : Mustang / Tiger build

      Platform: Windows *
      Locale : Hindi

      When the below Hindi string is oriented it fails to render correctly on windows:
      \u090F\u0915 \u091A\u0924\u0941\u0930 \u092D\u0942\u0930\u0940 \u0932\u094B\u092E\u094d\u0921\u0940

      1)Attached is the program. Execute it on Windows & notice the rendering is incorrect.
      2)Compare with the jpeg file attached "correct.jpeg" which is done for solaris.


      PLEASE NOTE:

      1) This failure can be observed only if you have logged in with hindi locale to windows i.e system regional setting is set to Hindi.
      2)If you execute this program on windows without setting the locale, then the rendering will be correct.
      3)On solaris no issue.
      4)This is reproducable with tiger builds also.
      3) when using GS-MS testsuite , the tests which uses orientation shows PASS, but actually both Base & Target JDK builds are rendering the text incorrectly after orientation . Since no difference being found, the test shows PASS, but actually both are incorrect.
      4)Its a 2d issue with hindi text rendering.
