      If this is not a bug in Java 5, why is it now returning a different format string in Java 6? Java 6 doesn't return the embedded single quotes and spaces around the h character. Which is correct?

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Time formatted strings without 08 in the field that would normally contain AM or PM
      ACTUAL -
      "12:00:00.000 08" is one example. "04:00:00 08" is another

      REPRODUCIBILITY :
      This bug can be reproduced always.

      CUSTOMER SUBMITTED WORKAROUND :
      Use Java 1.4.2 or Java 6. In some end-user cases this is not an option
