Java Control Panel slow with 32-Bit JRE 6 Update 31

      A DESCRIPTION OF THE PROBLEM :

      I have Windows 7 SP1 (64-bit). I use Internet Explorer 9 (32-bit) and downloaded the 32-bit version of Java 6 Standard Edition - Version 6 Update 31, (build 1.6.0_31-b05).

      Whenever I go to the "Java Control Panel" in Windows Programs, and I click on "View" under the "Temporary Internet Files", it takes about 8 full seconds to get to the "Java Cache Viewer".

      On every other version of Windows and Java, whenever I pressed "View", it took me to the "Java Cache Viewer" pretty much instantly. Now it's taking about 8 seconds.

      Is this a "known issue", and if not, what could the issue be?

      I have no viruses/malware, I have all of my Microsoft updates installed, I have 8GB of RAM and an i5-2500 processor, and I reinstalled Java, and still have the same issue. My antivirus program is Microsoft Security Essentials.
