Configure fails in cygwin if current dir is in /home/user

        Description

        I believe this was introduced with JDK-8035495 as I know it changed recently. The workaround is to change working dir to /cygdrive/c/cygwin/home/user.

        Example failure:

        checking if compiler supports "-m64"... yes
        checking if compiler supports "-m64"... yes
        checking if we should generate debug symbols... true
        checking if we should zip debug-info files... yes
        checking if fixpath can be created... yes
        checking if fixpath.exe works... no
