javaagent doesn't work for java control panel

      Description

      Testing env: 64bit win7, 8u5, 8b132

      Steps to reproduce:
      - download http://rehte.cn.oracle.com:8080/wshost/tmp/DriverStandalone.zip
      - unzip it
      - grant write permission for jre_home
      - bash buildAndCopy.sh $JRE_HOME 8
      - open java control panel - Java - View - set runtime parameter to -javaagent:pathOfZipDir/testdriver.jar
      - java control panel - Security - set level to
      - open FX applet http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/javafx/BlacklistFX/html/Hellooo.html, wait for a few seconds when security dialog shows. if it works, security dialog will be handled automatically. And log is written in user_home/out.txt. Or plain app http://www.java.com/en/download/installed.jsp?detect=jre, though security dialog can be handled, but user_home/out.txt file is generated.
      - delete user_home/out.txt file, open other kind of app like
      - open java control panel, if user_home/out.txt file is not generated, bug is reproduced.
