[javadoc] revert the default methods list.sort to Collections.sort

      Description

      The fix for JDK-8039410 uses the default methods list.sort, this adds a requirement for jdk8 to be
      used as a bootstrap for langtools, however because of NetBeans we need to use jdk7 and therefore
      this dependency needs to be removed.
