      Description

A DESCRIPTION OF THE PROBLEM :
On the Javadoc documentation pages, the text is unnecessarily hard to read because of simply having black (and blue, etc.) text on a white background, you have low-contrast gray (etc.).\

This has been a problem since a release soon after Oracle took over Sun.

(Similarly, this bug-reporting page has lots of pale, small text that's hard to read. What the hell are you doing, trying to make it to uncomfortable to submit bug reports?

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
Normal- (full-) contrast black (and blue, etc.) text on a white background.

I would expect that a big company like Oracle would have at least one graphics designer who understands human visual perception enough to know that small things (e.g., text) need to have higher contrast to be easily and quickly readable.
      ACTUAL -
      Described above.

Why the hell do you make things harder to read. Just leave the most of the browser defaults (black text on white background, user's chosen default font size) the hell alone!
