javaws.exe symlink should be created in the system /javapath directory

      Description

      This bug is to follow up on other part of the fix for JDK-8043453.

      The intended two-part fix is to:
      - stop copying javaws.exe to the system dir
      - create the javaws.exe symlink to system dir /javapath.
      e.g C:/ProgramData/Oracle/Java/javapath/javaws.exe pointing to the installed javaws.exe

      Testing the fix against 8u20 deployment PIT (targeting to integrate in 8u20-b22)

      and such javaws symlink link is not yet created and as the result, one can not invoke javaws.exe from the command shell prompt. The issue applies on both 32-bit Windows and 64-bit Windows
