      A DESCRIPTION OF THE PROBLEM :
      Java detects Belorussian timezone (+3:00 Minsk) as Brasilian

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Set windows timezone (UTC+03:00) Minsk
      2. Run code
      System.out.println(TimeZone.getDefault().getDisplayName());

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Timezone detected as Belorussian time
      ACTUAL -
      "Brasilia Time" printed

      REPRODUCIBILITY :
      This bug can be reproduced always.
