[WIN] Launcher generated by packager doesn't seem to work

      Description

      It was working fine up to 8 U40 b05.
      Do I have to change something in my build chain ?
      This bug could share root cause with the RT-38688 that describes similar problem but on Mac.

      $ ./JavaFX\ Scene\ Builder\ 2.0.1.exe
      Exception in Application constructor
      Workaround until RT-13281 is implemented: keep toolkit alive

      Exit code is 1.
