[Bundlers] service is failed to install/start on Windows x64.

      Description

      Several machines on Windows x64 was experiencing some issue with installing 64-bit packages with services:

      When I start generated with {runAtStartup = true, serviceHint = true, startOnInstall = true} service (.msi), in the installation process I get such a message: "Service failed to start. Verify that you have sufficient privileges to start system services.". Of course, MSI is installed by user with admin privileges. Not confirming message, I'm trying to see whether the service is installed at all (by "sc query") and see no traces of it's installation.
