"ant test" fails to complete on Windows when run under cygwin shell

        Description

        "ant test" passes fine when run under Windows "cmd" shell. But it fails to run within cygwin "bash" shell. This issue is due to tests that use $EXEC fail to run. $EXEC implementation sets current directory for the spawned process from "PWD" environment variable. Cygwin passes cygwin style path like /cygdrive/d... for PWD. If "exists" check is added before setting current directory for the spawned process, $EXEC will work fine on Cygwin.
