remove wtpg id from jaxp resource files in JDK9

There are a line with form of "$Id: <filename> st_wptg_1.8.0.0.0 .... datetime gmolloy Exp" in the resource files of JAXP components. This line is obsoleted and can be removed safely to avoid extra work for integrating translation.
