Regression of JDK-8095828 (though workaround does not work)

      A DESCRIPTION OF THE PROBLEM :
      My customised .iss file is no longer used by <fx:deploy>. Using the same build files, I can build fine with Java 8 installed, but with Java 9 the problem appears.

      In addition, the basedir attribute of <fx:platform> is no longer accepted (I can live with this...) and the verbose attribute of <fx:deploy> seems to be ignored.

      REGRESSION. Last worked in version 8u144

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1) Create in package/windows/myApp.iss
      2) Run <fx:deploy>

      EXPECTED -
      Executable packaged using custom .iss file
      ACTUAL -
      Executable packaged using default .iss

      REPRODUCIBILITY :
      This bug can be reproduced always.

      CUSTOMER SUBMITTED WORKAROUND :
      None found
