[Graal] Tests which run with "--limit-modules java.base" could fail when Graal is used as JIT

      Description

      The following tests fail in case Graal is used as JIT compiler:
       test/hotspot/jtreg/runtime/SharedArchiveFile/BootAppendTests.java
       test/jdk/java/lang/String/concat/WithSecurityManager.java

      Failure example:
