        Description

        The implementation of JDK-8202088 holds "新元号" as a placeholder for Japanese new era name. However, the era name is restricted to be two characters by a cabinet report proclaimed in 1979 .

        To achieve a smooth transition mentioned as a goal of JDK-8202088, two characters placeholder would be better.
