      Description

      This is an inconsistency that I think dates back to JDK 1.2

      If a JAR file with the Class-Path attribute is appended to the boot class path then the Class-Path attribute will be ignored for class loading but will be used when locating resources.

      This came up in the context of JDK 8 where someone was adding a JAR file to the endorsed directory and JAR file contains the Class-Path attribute. Not a supported configuration but it highlights the long standing inconsistency.

      One suggestion is to change URLClassPath so that it doesn't support Class-Path when used as the boot class append path.
