      Description

      Request from Brian:

      We need a small tweak to syntax to support anonymous value types based on interfaces, such as:

          new value Comparator() {
              int compareTo() { ... }
          }

      Whatever the syntax for "value class" is (now __ByValue), we should accept that token after the new and it should apply only to interfaces (and maybe jl.Object.)
