EC provider implementation should accept NamedParameterSpec

      Description

      The ECGenParameterSpec is an extension of NamedParameterSpec. It is used to generate elliptic curve (EC) domain parameters.

      However, in the SunEC provider, ECGenParameterSpec is used for AlgorithmParameters and KeyPairGenerator implementation as well. While the NamedParameterSpec is not accepted.

      I think the use of ECGenParameterSpec in the provider implementation is misleading and confusing to applications.

      We may not be able to remove the support of ECGenParameterSpec for AlgorithmParameters and KeyPairGenerator implementation any more. It would be nice if the provider could support NamedParameterSpec as well. So that applications can code more straightforwardly instinctively.
