Remove unused field and accessor for docLocale from ToolOptions

      Description

      The docLocale field and associated accessor in ToolOptions is unused and can be removed. At the same time, a suitable comment should be put on the `-locale` ToolOption, maybe in conjunction with updating the comments for other options handled in Start.preProcess
