The goal of this enhancement is to mirror the 'jdk.security.allowNonCaAnchor' system property (introduced by JDK-8230318 [1]) with a security one of the same name. The system property value overrides in case both are simultaneously set. Some users required the property to be global and persisted, for which a security property version of the same would be helpful.
