sigar-amd64-winnt.dll crashe while running cassandra

REGRESSION : Last worked in version 8u261

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
I was doing setup for cassandra in my system and while doing this error comes.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
at the end there should be a message ( STARTED IT).
ACTUAL -
