      Description

      To reproduce:

      echo 0 > /sys/devices/system/cpu/cpu1/online

      jdk-16+22-rcacce843-2020-10-31-07-45-58-b3146-C8-64K/bin/java -version

      Suggest to remove this check "guarantee(cpu_lines == os::processor_count())", and the "cpu_lines" counter if not very necessary at all.
