      ADDITIONAL SYSTEM INFORMATION :
      Windows 10, up to date. Java just updated

      A DESCRIPTION OF THE PROBLEM :
      Whenever I use a java application, at some point (and I cannot figure what triggers it, but it ALWAYS happens within 3-5min of starting to use a java application), it starts screen tearing anytime there's an update (e.g. a blinking cursor) or mouseover. It makes the application un-useable. This has occurred in every java application I've used (e.g., ImageJ, Icy). This has been reported rarely elsewhere. Unfortunately, I just started using these java applications, so I have no idea if this is new or has been present for years.
