Enabling ignored test for jdk.rules makes other test fail

For some reason, enabling the TestJfrHtmlRulesReport test, causes the surefire-plugin configuration configuration in the parent (-Duser.language=en -Duser.region=nl -Djava.locale.providers=COMPAT), to not be used on my Windows machine. It passes fine on my Mac. It would be good to understand why, so that it can be enabled...
