unpack200 fails to compare crc correctly.

      Description

      Info copied from JDK-8000650

      On Fedora 23 and OpenJDK 9, gunzip reports no errors:

      $ gunzip --version
      gunzip (gzip) 1.6

      $ gunzip -tv ./com.ibm.icu_54.1.1.v201501272100.jar.pack.gz
      ./com.ibm.icu_54.1.1.v201501272100.jar.pack.gz: OK

      But unpack200 fails as above:

      $ ~/devel/jdk9-jdk9/build/images/jdk/bin/java -version
      openjdk version "9-internal"
      OpenJDK Runtime Environment (build 9-internal+0-2016-02-16-123502.omajid.jdk9-jdk9)
