Provide internal API to JavaFX to locate JDK fonts

      JDK has a fonts directory which historically has been jre/lib.
      Whilst this is (so far) still the case it is not guaranteed in
      a modular image. So whereas JavaFX currently digs in to look for
      the fonts based on that assumption, instead it needs to ask some API
