[lworld] C1 support for LW2 Arrays

      Fix C1 so that it can properly distinguish between "[QV;" and "[LV;" arrays. It should also handle non-flattened arrays that are null free (e.g., "[V;" arrays where the size of V is larger than ValueArrayElemMaxFlatSize).

      The changes are based on JDK-8222525 "[lworld] Runtime support for LW2 Arrays".
